The FIFA Goal Programme was initiated by the FIFA President, Joseph S. Blatter for the benefit of national associations, and ratified by the 1999 Extraordinary FIFA Congress in Los Angeles. Goal is a tailor-made development and assistance programme designed to realise projects based on the specific needs of national associations.
For the Oceania region seven countries were selected by the FIFA Goal Bureau to benefit from Goal until 2002 with the projects supervised by the FIFA Development Office in Auckland in collaboration with the respective national associations.
Initially the national federations for Samoa and the Solomon Islands were selected as ‘pilot’ projects and each project was realized during 2001.
For Samoa, the construction of the J. S. Blatter Playing Fields Complex provided the federation with the first ever dedicated playing pitches in the country. A magnificent facility that boasts two international standard pitches was created on a 15 acre land site that was ‘gifted’ to the federation by the Government of Samoa. Already the impact for the development football in the country as a result of the realized project has been witnessed by the emergence of the popular ‘Footykids’ programme and the extension of the playing season for the many competitions and leagues. The facilities recently hosted the OFC Qualifying Tournament for the Nation’s Cup.
The Goal projects in each of the countries have been boosted by the OFC Infrastructure Grants programme that has enable each national association to enhance the scope of works and/or purchase land sites for Goal. Without doubt the assistance of the Confederation has been significant and contributed enormously to achieve ‘top’ facilities for the countries.
A feature of the work undertaken by the development office in Auckland to assist the national associations to progress the Goal projects from concepts to realization has been the outstanding cooperation and genuine assistance provided by the association’s executive and management at all times. Already the national associations have completed long-term development plans that will ensure optimum utilization and performance of the completed facilities.
